New employees are expected to master the ITAR Test material, within 2 weeks of hire date, sufficiently well to successfully pass the online Intro ITAR Test on this site. “ITAR” is the State Department’s International Traffic in Arms Regulations. This test also includes questions on rules from the Commerce Department’s Export Administration Regulations (EAR). These two agencies and their regulations govern all exports made by RSG.
Export Control Reform (“ECR”) - A Whole New Set of Export Rules for RSG
Refresher training is available by studying these online materials, which are continually updated. Refresher classes are also offered occasionally. And this refresher training, at least annually, is needed for all RSG employees connected in any way with exports. This is true now more than ever, because of the massive metamorphosis of USG export control regulations, known as the ECR, or “Export Control Reform”, which officially began Oct 15, 2013, and will continue through the next few years. The goal of this reform is to transfer a substantial fraction of the controlled goods — especially parts & components — from the State/ITAR/USML control regime to the Commerce/EAR/CCL controls. Ultimately this will be good for RSG, because it should make export licensing easier and faster. Unfortunately, this means we all have to get used to this new set of export-control rules -- new not just to us, but to all exporters, and all regulators, since the EAR is being rewritten right alongside the ITAR rewrite. Moreover, these Department of Commerce EAR export rules are a good deal more complex than what we have been used to under State’s ITAR.

Thereafter, each employee must pass an annual update exam, located in this section. Please coordinate with the RSG compliance officer, Ms. Leah Purdom, to gain access to the study guide and test for the annual update ITAR/EAR qualification.
